Imperial Working Equid Passport Template
The permanent individual record kept for every working equid in the Empire, from identification and custody to work, restriction, retirement, and death.
This Passport is the permanent individual welfare, identity, certification, work, health, restriction, and ownership record for a working equid. It does not replace specialized certificates. A certificate, license, operator record, or owner declaration shall not override a stricter welfare restriction recorded here or imposed by law.

Brief movement, changing stands, passenger loading, vehicle changes, unhooking and rehitching, or moving between nearby operators does not reset a waiting, assigned-shift, work-block, daily, or rolling workload clock.
Section 13. Incident and welfare history
The template sets out three identical incident rows, each carrying:
- Date
- Incident
- Veterinary assessment
- Restriction or suspension
- Review date

Mandatory reassessment triggers include illness, injury, lameness, collapse, heat or cold stress, respiratory distress, serious startle, runaway, collision, entanglement, harness injury, pregnancy change, foaling, lactation change, medication masking concern, route change, vehicle change, ownership change, service change, and material workload change.
Section 14. Restrictions, suspensions, and orders

The owner, keeper, operator, veterinarian, certifying authority, inspector, and competent welfare authority shall receive the access required by law. Falsifying, concealing, destroying, duplicating deceptively, or refusing lawful access to a Passport is an offense.
Section 18. Final certification
- Current lawful status and summary
- Outstanding corrections before work
- Next mandatory review
- Issuing officer
- Veterinary verification, where required
- Owner or keeper acknowledgment
- Operator acknowledgment
- Digital or official seal
This Passport records lawful capacity; it does not guarantee that work is lawful on a particular day. Current welfare, climate, route, surface, medication, equipment, and recovery conditions shall always be reassessed. The stricter rule prevails.
