Imperial Working Equid Passport Template

The permanent individual record kept for every working equid in the Empire, from identification and custody to work, restriction, retirement, and death.

This Passport is the permanent individual welfare, identity, certification, work, health, restriction, and ownership record for a working equid. It does not replace specialised certificates. A certificate, licence, operator record, or owner declaration shall not override a stricter welfare restriction recorded here or imposed by law.

Required full rest day or frequency
Recorded full rest days

Section 12. Daily work log

The template sets out three identical log rows, each carrying:

Brief movement, changing stands, passenger loading, vehicle changes, unhooking and rehitching, or moving between nearby operators does not reset a waiting, assigned-shift, work-block, daily, or rolling workload clock.

The template sets out three identical incident rows, each carrying:

Mandatory reassessment triggers include illness, injury, lameness, collapse, heat or cold stress, respiratory distress, serious startle, runaway, collision, entanglement, harness injury, pregnancy change, foaling, lactation change, medication masking concern, route change, vehicle change, ownership change, service change, and material workload change.

Section 14. Restrictions, suspensions, and orders

Current restriction or order
Issuing authority or veterinarian
Issue date

Section 15. Retirement, death, or permanent removal from work

Retirement date
Reason
Retirement home and responsible person
Ongoing care requirements
Prohibition on future work or breeding
Date and verified cause of death, where applicable

The template sets out three identical revision rows, each carrying:

Section 17. Record retention and access

The Passport shall remain with the equid’s central record for life and for at least ten years after death. Ownership transfer, operator change, retirement, export, suspension, or revocation shall not destroy or restart the record.

The owner, keeper, operator, veterinarian, certifying authority, inspector, and competent welfare authority shall receive the access required by law. Falsifying, concealing, destroying, duplicating deceptively, or refusing lawful access to a Passport is an offence.

Section 18. Final certification

Current lawful status and summary
Outstanding corrections before work
Next mandatory review
Issuing officer
Veterinary verification, where required
Owner or keeper acknowledgement
Operator acknowledgement
Digital or official seal

This Passport records lawful capacity; it does not guarantee that work is lawful on a particular day. Current welfare, climate, route, surface, medication, equipment, and recovery conditions shall always be reassessed. The stricter rule prevails.
