Book II
Living in Hrossagrið
What the Empire provides, requires and guarantees for the people who live within its protection.
The sections below follow from one principle rather than from a list of policies. The legitimate purpose of state power in Hrossagrið is to make existence as constructive and as little destructive as possible across the whole breadth of life, judged on the best available evidence about what a decision will actually do. Free healthcare, free education and strict child protection are not generosity: they are what that principle produces when it is applied honestly.
