Book III
The imperial legal corpus
Codes in force, the technical standards that carry their measurable detail, the official templates they create, and the law still reserved for drafting.
Because the state name itself remembers protected passage, equid welfare is not decorative symbolism. It sits near the centre of imperial law. Protecting a person while allowing their horse or other equid to be abused, seized, overworked or used as leverage is not true protection, and every instrument below is read against that principle.
Codes in force
Binding law
-
General Imperial Equid Welfare Code
The principal welfare instrument of the Empire, covering equids in every setting rather than one line of work.
-
Imperial Code for the Welfare of Working Carriage Equids
Carriage welfare in full: passports, certification, workload and rest, weather burden, route safety, harness, headgear mounts, road-status inserts, lighting, ground-guidance lamps, emergency medical carriages, enforcement, offences and interim schedules.
-
Imperial Tack, Restraint, and Welfare Code
Equipment placed on the animal, and the limits on restraint. The Empire’s bitless-only welfare principle is stated here.
-
Imperial Road and Driver Code
Conduct on public roads and the duties of drivers, with the universal requirement that every equid entering a public road displays its road status. Its Chapter XI also fixes the national transport structure: the public road network is a non-motor road system, motor road vehicles are prohibited outside the narrow Hrossaway freight exception, mechanised public land transport is limited to long-distance high-speed electric mainline rail — no metro, underground, tramway, suburban commuter, light or local rapid-transit rail, and no diesel or steam service — and no level crossing, road-running rail or shared tramway surface is permitted.
-
Imperial Mounted Service and Road Patrol Code
Binding law for mounted police, the mounted Road Guard, ridden couriers and patrol equids — ridden service, which is not carriage work and is governed separately. Its status is mixed and the archive is not consistent about it: twenty-one articles on certification, command, selection, training, tack, shift limits, rest days, climate bands, traffic and crowd duties, emergency response, facilities, records, inspection, offences and appeals are in force, while the same document separately lists ten chapters, from Application and Definitions to Enforcement, Records, Offences and Appeals, as reserved for later drafting.
Technical standards
Thresholds, dimensions, colours and testing
-
Imperial Public-Road Equid Status Marking Standard
The universal marking rule for every equid on a public road. Status is shown by an interchangeable insert held in a marker-bearing frentera or muserola, road-grade retroreflective and self-illuminating in its assigned colour. No paint, dye, clipping, branding, glue or coat alteration is permitted.
-
Imperial Service Equid Selection and Breed Standard
Selection for police, ambulance, taxi, courier, veterinary, fire, military and sovereign service. Endurance, recovery, road courage, temperament, traffic sanity and lawful bitless control decide fitness — not breed label or fashion. Individual certification overrides breed label.
-
Imperial Equine Climatic Burden Standard
Weather, humidity, wetness, cold, heat, wind, footing and suspension levels, expressed as burden thresholds.
-
Imperial Carriage Lighting and Signalling Standard
Carriage lamps, emergency warnings, illuminated road-status markers and equid ground-guidance lamps.
-
Imperial Emergency Medical Carriage Technical Standard
Ambulance speed, low jostle, suspension, emergency lanes, glideways and testing.
-
Imperial Law Formatting Standard and Example
The binding drafting format of every imperial legal document: A4 page and margin dimensions, Arial body text, the Title, Chapter, Article and subordinate-heading hierarchy, lists, tables, forms, prohibited formatting and a model code extract. The Tack, Restraint and Welfare Code is its controlling model, and it applies to an instrument even where that instrument is short, technical, administrative or stored outside the law archive — as this Standard itself is.
-
Imperial Tack Measurement Schedule
Measurement procedure and permitted values supporting the Tack, Restraint and Welfare Code.
Official templates
Forms issued by the Empire
-
Imperial Working Equid Passport Template
The identity document carried for every working equid.
-
Imperial Carriage Equid Road and Work Certificate Template
Certification of fitness for road and carriage work.
Reserved for drafting
Decided in principle, not yet written
-
Road authority and infrastructure law
Construction, maintenance and control of the public road network, separated from the welfare codes that use it.
-
Livery and service dress standard
Design of service livery, currently held outside the welfare codes.
-
Imperial Breeding and Registry Code
Breeding practice and the imperial registry. A document of this title exists in the law archive, but it is a title with no text, so nothing is in force under it; this register previously listed it among the codes in force, which was wrong. The archive does not yet record what its content is to be.
-
Imperial Criminal Code
Reserved by the archive to define intent, attempt, conspiracy, corporate and command responsibility, evidentiary standards, jurisdiction, due process, appeals and severe non-lethal sentencing — among other things for horse slaughter, which is to be prohibited as the highest-grade equid-welfare criminal offence. Hrossagrið does not use the human death penalty.
-
Addiction and public health codes
Named by the archive alongside the criminal, customs, education and police codes as the instruments with which the root-cause prevention doctrine for alcohol, nicotine, smoking and recreational drug use must later be reconciled. The archive expressly leaves the required rehabilitation programme and the evidentiary standard for state medicine open.
-
Pharmaceutical code
Listed by the archive as a cross-code consequence still to be drafted: pharmaceutical approval and advertising law, controlled-medicine prescription tiers, emergency exceptions, and withdrawal and tapering standards.
-
Customs code
Border and customs offences, still to be drafted, including the rules distinguishing prohibited consumer products from legitimate medical, scientific, industrial, veterinary and evidentiary materials carried under specific authorisation.
-
Education code
Reserved with the same group of codes. The archive also files here the redistribution of school, court, child-welfare, disability, occupational and forensic functions performed elsewhere by psychologists.
-
Police code
Reserved with the same group of codes. The archive records the substance of police conduct toward peaceful prohibited assemblies — identification of the violation, a clear dispersal order, minimum non-injurious contact, a duty to intervene, recorded and public accountability — but states that the exact penalties remain to be drafted.
-
Alcohol production standards
Binding standards to define the permitted ingredients and composition of each alcoholic product while alcohol remains lawful during the gradual phase-out, so that a product made merely by diluting low-quality spirit with water does not qualify, with stated composition and a mandatory verifiable official regulatory mark on every bottle.

Note on this register. Titles and scope are drawn from the working corpus, and an instrument appears above as in force only where a document bearing that title exists in the law archive and carries text. Full texts are not yet published on this portal; they will be added instrument by instrument. The road-status standard is summarised in full under horses.
