Justice and policing

Selection and training on an aviation model, de-escalation as the default, and penalties for officials harsher than for the citizens they police.

Police recruitment and training in Hrossagrið are comparable to aviation: strict selection, long practical training, simulations, recurring examinations, psychological assessment and mandatory recertification. The comparison is deliberate. A profession that can kill people by error is trained like one.

Conduct and accountability

The asymmetry is intentional

De-escalation is the default. Any unnecessary violence, dishonesty, evidence manipulation, discriminatory conduct or abuse of authority brings independent investigation and penalties harsher than those imposed on an ordinary citizen abusing the same power.

The death penalty

Prohibited absolutely, without exception

Modern law prohibits the human death penalty absolutely — including for treason, corruption, animal cruelty, horse slaughter and emergency offences. Hrossagrið has never established ordinary judicial execution as a legitimate civilian punishment, though executions may have occurred during civil war or historical crises as unlawful killings or atrocities. History records them honestly rather than quietly.

The gravest equid-welfare crimes therefore carry the highest available non-lethal penalties: potentially life imprisonment, permanent disqualification from public office and animal custody, forfeiture, restitution, and corporate dissolution where applicable.

Consent

Defined by consent, applied without exemption

Rape law is consent-based and applies equally within marriage and relationships. Coercion, intoxication, incapacity and abuse of authority invalidate consent. Police, forensic staff, prosecutors and judges handling these cases require specialist certification.

Age and capacity to consent

The younger person’s age governs

Legal adulthood begins at twenty-one. Age-based capacity to consent to sexual activity is determined by the age of the younger person, and the age difference is the exact interval between the two dates of birth — not the difference between ages stated only in whole years.

  1. Younger than sixteen: no legal capacity to consent to sexual activity.
  2. Sixteen or seventeen: age-based capacity exists only when the exact age difference is less than two years.
  3. Eighteen, nineteen or twenty: age-based capacity exists only when the exact age difference is less than four years.
  4. Twenty-one, twenty-two, twenty-three or twenty-four: age-based capacity exists only when the exact age difference is less than five years.
  5. Twenty-five or older: no age-difference restriction applies under this section.
  6. An older person’s unrestricted status does not displace the restriction determined by the younger person’s age.

Privacy, surveillance and cybercrime

Severe penalties, and one deliberately severe exception

Privacy violations and cybercrime carry exceptionally severe penalties — especially surveillance, stalking, doxxing, identity theft, intimate-image abuse, database trafficking and attacks on essential infrastructure. Public infrastructure is extensively monitored by camera, but footage is encrypted, access-logged, time-limited and usable only for legally defined purposes; facial recognition and personal tracking require exceptional legal authorisation, and misuse by an official is itself a serious privacy offence.

Against that, the Empire operates a deliberately exceptional regime for dark-web access. Reliably attributed access to hidden services automatically opens a Dark-Network Security Investigation, without separate evidence of a completed offence, and ordinary privacy protections do not restrict monitoring of that person for as long as the investigation is active. Mere use of Tor, a VPN or a proxy to reach the ordinary public internet is not itself proof of hidden-service access. Every official access and investigative act remains recorded, so that the exception cannot be turned to unrelated personal use.

Discrimination

Conduct, not thought

Racial and misogynistic discrimination, harassment, threats, organised intimidation and incitement are prohibited. Private thoughts are not crimes.
