Imperial Service Equid Selection and Breed Standard

The technical standard by which equids are selected, individually certified, reviewed, and retired from imperial service work.

This Standard shall regulate the permitted breed types, functional crosses, disqualifying exaggerated types, individual certification, and welfare requirements for service equids.

Article 1. General principle

A service equid shall be selected for function, welfare, soundness, temperament, recovery, route suitability, and service safety. Breed may be hard-coded for service classes where the Empire wants a strict functional type, but breed name alone shall never override individual certification.

Article 2. Emergency medical carriage equids

Emergency medical carriage equids shall be selected to support the fastest safe medical transport and lowest practicable patient jostle.

Required traits

Reserved ambulance team model

Article 3. Commercial taxi and public transport equids

Taxi and public transport equids should be efficient, sane, smooth, durable, traffic-reliable, and easy to recover.

Possible types

Flashy high-knee action shall not be treated as better where it wastes energy, increases fatigue, or reduces welfare.

Article 4. Mounted police and Road Guard equids

Mounted police and Road Guard equids should be endurance-bred, functional-headed, temperament-tested, road-sane, crowd-safe, and capable of fast recovery.

Possible types

Extreme dished show-Arabian faces shall not be selected for service merely for appearance. Moderate or slightly dished heads may be acceptable where breathing, airway, teeth, tack fit, and temperament are sound.

Article 5. Reserved chapters for later drafting

The Standard reserves the following chapters for later drafting; no text is set out under them here.

Binding certification provisions

Article 6. Individual certification

No equid is approved for service by breed, pedigree, registry, colour, sex, size, price, tradition, or appearance alone. Every equid shall pass individual veterinary, soundness, respiratory, cardiovascular, hoof, conformation, temperament, recovery, equipment-fit, route, climate, and role testing.

Certification shall identify the exact service class, route class, speed class, workload, climate limits, equipment, vehicle where applicable, team role, rider or driver skill requirement, review date, and disqualifying conditions.

Article 7. Functional assessment

Assessment shall include:

Article 8. Temperament testing

Testing shall reproduce only lawful and reasonably foreseeable service conditions. It shall not use flooding, trapped exposure, deliberate terror, pain, repeated startle to exhaustion, deprivation, or learned helplessness. An equid shall not be certified merely because shutdown, freezing, or exhaustion resembles calmness.

Article 9. Disqualifying conditions

An equid shall be refused or removed from service where it has:

Article 10. Breed and type references

Breed lists in this Standard are examples of potentially suitable functional populations, not automatic approvals and not exclusions of other suitable equids. Crosses may be approved where the individual meets all requirements. A breed standard or registry preference shall not override welfare evidence.

Article 11. Emergency medical carriage selection

Emergency medical carriage leaders shall be selected for sustainable speed, smooth gait, line confidence, route focus, road courage, endurance, and rapid recovery. Wheelers shall be selected for smooth power, braking and turn stability, calmness near the vehicle, and compatible speed.

No emergency-service equid shall be selected for extreme show action, exaggerated mass, inefficient movement, or appearance that increases fatigue, jostle, respiratory burden, joint strain, or slow recovery.

Article 12. Taxi and public transport selection

Taxi and public transport equids shall be efficient, smooth, traffic-reliable, socially stable, easy to recover, and suitable for repeated lawful stop-and-start work. Flashy movement, excessive knee action, extreme animation, or unusually heavy type shall not be rewarded where it wastes energy or worsens recovery.

Article 13. Mounted police and Road Guard selection

Mounted police and Road Guard equids shall be capable of safe ridden road control, crowd navigation, standing, lateral movement, retreat, emergency separation, and rapid recovery. They shall not be used as physical barriers where crushing, striking, deliberate collision, or crowd panic is reasonably foreseeable.

Article 14. Review and retirement

Ordinary service certification shall be reviewed at least annually and immediately after illness, injury, lameness, collapse, serious incident, unsafe recovery, behavioural change, route change, equipment change, vehicle change, or material workload change.

An equid shall be retired or reassigned before service becomes dependent upon pain relief, intimidation, excessive rider or driver force, abnormal recovery, repeated refusal, or declining confidence.

Article 15. Records and appeals

All testing, raw findings, refusals, restrictions, incidents, reviews, and retirement decisions shall be retained for at least ten years and linked to the Working Equid Passport. A refusal or restriction may be appealed to an independent panel, but an appeal does not stay an immediate welfare suspension.

Article 16. Offences

It is an offence to falsify testing, conceal medication or history, substitute another equid, certify through a conflict of interest, use breed as a substitute for individual assessment, force an equid through a failed temperament test, or continue service after a stop or removal condition.

Article 17. Finality

These provisions are binding. Later service manuals may add role-specific tests or stricter requirements but shall not weaken individual certification or welfare protections.
