Imperial Carriage Equid Road and Work Certificate Template
The official blank form on which an equid is authorised, restricted, suspended, or refused for carriage work on the public road.
This template is the official certificate form for an equid authorised, restricted, suspended, or refused for carriage-work certification. It is a separate administrative document from the Imperial Code for the Welfare of Working Carriage Equids and shall be recorded in the Working Equid Passport or central Imperial record.
A certificate does not override welfare law. The stricter rule always prevails.

Section 4. Lawful Capacity
Lawful capacity means the maximum work the individual equid or team may lawfully perform without exceeding welfare law, the Passport, veterinary restrictions, route approval, vehicle approval, or a stricter welfare order.
The certificate shall state the equid’s lawful capacity. Where the equid is within its first twelve months of active traction, every field shall comply with the stricter progression limits in Article 60 and Schedule 5 of the General Imperial Equine Welfare Code:
- Permitted vehicle class
- Permitted hitch type

- Approved team combination or team-record identifiers, if applicable
- Combined measured bodyweight of approved team, if applicable
- Team load-sharing and individual force-distribution test date, method, and result
A combined team limit does not authorise one equid to bear a disproportionate share. For single-equid certification, team fields shall be marked not applicable rather than left blank.

This certificate is valid only within the lawful capacity stated above. Welfare limits prevail wherever a stricter veterinary order, Passport restriction, climate order, route order, or Imperial law applies.
Section 11. Mandatory duration, revision, and record controls
Provisional and training-only certificates shall expire no later than ninety days after issue. A single renewal of not more than ninety days may be granted after documented reassessment. Further continuation requires a new full certification decision, not another renewal.
Route-specific, vehicle-specific, service-specific, seasonal, and temporary certificates shall state an exact start date, expiry date, permitted route or vehicle identifiers, and review triggers. A blank duration or unrestricted description is invalid.
Emergency extension is never a standing permission. Each emergency use shall be separately authorised for the particular incident under the Imperial Road and Driver Code and recorded in the Working Equid Passport.

- Supersedes certificate number and revision
- Reason for revision
- Fields changed
- Author of revision

Certificate, inspection, force-test, bodyweight, veterinary, route, vehicle, incident, suspension, and recovery records shall be retained for at least ten years and remain linked to the individual equid after sale, transfer, retirement, operator change, or business closure. Serious-incident and disputed-certification records shall be preserved until all proceedings and appeal periods are complete, even where longer.
Section 12. Final anti-loophole declaration
A blank field does not create permission. Where lawful capacity, restriction, test result, route, vehicle, climate band, workload, bodyweight, force limit, or expiry is unknown, the stricter safe status applies until reassessment.
No commercial description, breed reputation, owner statement, prior certificate, standing emergency policy, or operator practice shall replace the individual measurements and decisions required by this certificate.
